PA HB2109

Prohibits local governments in Pennsylvania from limiting the number of individuals who may live together in a single dwelling based on familial relationship (blood, marriage, adoption, or foster care connections)

Local governments may only limit dwelling occupancy based on demonstrated health and safety standards, including International Building Code standards, fire code regulations, or DEP wastewater and water quality standards

Occupancy limits may also be based on federal, state, local, or municipal affordable housing program guidelines

Applies to all counties, cities, boroughs, incorporated towns, townships, and home rule or optional plan/charter municipalities in Pennsylvania

Takes effect 60 days after enactment
