Amends the Solicitation of Funds for Charitable Purposes Act (1990) to modify the definition of "contribution" by removing the phrase "other thing of any kind or value, excluding volunteer services"

Contributions now explicitly include payments or promises to pay in consideration of a performance, event, or sale of a good or service

Membership fees, dues, fines, or assessments that confer bona fide rights, privileges, professional standing, honor, or other direct benefits are excluded from the definition of contribution

Government grants or contracts are explicitly excluded from being deemed contributions under the act

Takes effect 60 days after enactment
