Prohibits lawsuits against firearm manufacturers or sellers for negligent marketing unless four conditions are met: marketing directly targeted legally prohibited individuals, encouraged unlawful firearm use, had a direct causal link to harm, and involved willful violation of a regulatory statute

Courts must dismiss non-compliant lawsuits and award attorney fees and costs to the defending manufacturer or seller

Manufacturers and sellers may file counterclaims or separate actions against plaintiffs who bring prohibited lawsuits, with recovery of attorney fees if successful

Excludes consumer protection laws and public nuisance laws from the definition of "regulatory statute," limiting actionable violations to federal or state laws that explicitly regulate firearms with clear duties

Takes effect 60 days after enactment
