Residential water and wastewater utility rate increases would be capped at the Consumer Price Index increase for the northeast region over the preceding 12-month period

The Public Utility Commission must prioritize affordability of water and wastewater service over recovery of capital costs not necessary for immediate health and safety maintenance

Rate increases or charges for infrastructure upgrades cannot continue to be collected after the utility has fully recovered the project costs

Utilities must file tariffs to remove completed infrastructure project costs from rates; if they fail to do so, the commission must initiate a rate review

Effective 60 days after enactment
