Creates the Forest Reserves Municipal Relief Supplement Account in the General Fund, funded by 20% of revenues from oil and gas leases, timber sales, radio towers, state park user fees, and energy development (solar/wind) on Commonwealth-owned land, excluding game and fish lands.

Modifies the existing $3 per acre annual payment to counties, school districts, and townships for Department of Conservation and Natural Resources land, splitting funding so $1.20 comes from DCNR and $1.80 comes from the State Gaming Fund.

Adds a supplemental per-acre payment to local governments calculated by dividing the Forest Reserves Municipal Relief Supplement Account balance by the total eligible acreage.

Adjusts Consumer Price Index increases (beginning fiscal year 2030-2031 and every five years thereafter) to apply only to the base $3 per acre payment, capped at 10% increases, with costs split equally between agency funding and the State Gaming Fund.

Takes effect immediately upon enactment.
