Amends Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, Section 9002, to modify the definition of "average wholesale price" used for calculating liquid fuels and fuels taxes

Fixes the average wholesale price at $2.99 per gallon for periods after December 31, 2016, eliminating the variable rate previously determined annually by the Department of Revenue

Removes the existing formula that calculated the average wholesale price based on a 12-month period ending September 30 prior to each January 1

Eliminates the $2.99 per gallon floor that previously served as a minimum threshold, making $2.99 the permanent fixed rate regardless of actual market prices

Takes effect immediately upon enactment
