Beginning January 1, 2028, prohibits manufacturing, selling, or offering for sale in Pennsylvania any covered product containing intentionally added PFAS chemicals, with covered products defined as cosmetics, dental floss, juvenile products (for children under 12), and menstrual products

Requires manufacturers to provide certificates of compliance signed by authorized officials to sellers, confirming products do not contain intentionally added PFAS; distributors and retailers who rely in good faith on these certificates are shielded from liability

Mandates manufacturers of non-compliant products notify all vendors, purveyors, and suppliers by July 1, 2027, and obtain written acknowledgment of receipt from senior management

Grants the Department of Environmental Protection enforcement authority, allowing it to require manufacturers to attest to compliance or notify sellers within 30 days if violations are suspected

Violations constitute unfair trade practices under Pennsylvania's Unfair Trade Practices and Consumer Protection Law, subjecting violators to civil penalties and private rights of action
