Amends Pennsylvania's open meetings law to create a new exception allowing agencies to take official action on "minor administrative approvals" not listed on meeting agendas when delay would cause hardship

Permitted minor administrative approvals include: personnel actions (firing, leave, investigations, discipline) after executive session; time-sensitive legal filings; small purchases below telephonic bidding thresholds for property damage repair; auction property purchases below bidding thresholds; grant applications with imminent deadlines; borrowing paperwork if previously approved; and sewer module permit approvals

Requires agencies to obtain a solicitor or chief legal counsel opinion before taking action under the new exception, with the opinion publicly disclosed at the meeting

Maintains existing exception for matters arising within 24 hours of a meeting that are de minimis and do not involve fund expenditure or contracts

Takes effect 60 days after enactment
