Establishes the Executive Functioning and Study Skills Grant Program within the Pennsylvania Department of Education to provide annual grants to public school districts, intermediate units, career and technical schools, and charter schools for grades 6-12

Grants fund programming on metacognition, self-regulation, executive functioning, and study skills including goal setting, time management, note-taking, test preparation, anxiety management, and memory techniques

Department must make grant applications available by October 1, 2026, with submissions due December 15 and awards issued by February 1, 2027 annually thereafter

Creates the Executive Functioning and Study Skills Fund in the State Treasury, funded through General Fund appropriations, federal funds, and other revenue sources, with money restricted solely to grant awards

Grant recipients must submit annual reports by October 1 including pre- and post-assessment data on student participation by grade level and rates of behavior change
