Prohibits all Pennsylvania municipalities—including counties, cities, boroughs, townships, and home rule municipalities—from requiring minimum vehicular parking spaces for any land development or structure, regardless of occupancy or use

Maintains an exception for accessible parking spaces required under the Americans with Disabilities Act of 1990

Amends Title 53 (Municipalities Generally) of the Pennsylvania Consolidated Statutes by reorganizing Chapter 5 from "Prohibition Options" to "Municipal Prohibitions" and adding a new Subchapter B for "Other Prohibitions"

Takes effect one year after enactment
