Career and technical education schools and institutes must transfer administration, governance, operation, and management to new governance boards within three years of the act's effective date.

Governance boards require a minimum of five members approved by the Department of Education, with members prohibited from being school board directors, employee organization members, school district employees, or public officials.

Board members must adequately represent local trades, industries, and businesses within the workforce development area, school/institute staff, and parents or guardians of enrolled students.

Members serve four-year terms following a public hearing and department approval within 60 days; initial member terms are staggered with one-fourth expiring each year.

Governance boards are subject to Pennsylvania's Right-to-Know Law and open meetings requirements.
