Expands the definition of "virtual manufacturer" under the Wholesale Prescription Drug Distributors License Act to include entities that have submitted FDA applications for drug or device approval, or intend to submit within 12 months, not just those already holding FDA approval

Requires license applicants manufacturing prescription drugs not yet FDA-approved to provide a statement confirming they have submitted or will submit an FDA application within 12 months

Prohibits the Pennsylvania Department of Health from requiring FDA approval of a prescription drug or medical device as a condition for obtaining a wholesale distributor license

Virtual manufacturers must still maintain a place of business in Pennsylvania and never take physical possession of drugs or devices within the Commonwealth

Takes effect 60 days after enactment
