Expands the "restricted faculty license" definition to allow dentists to teach and practice at clinical facilities owned by dental schools, affiliated academic health care centers, and dental school-owned faculty practices—not just within dental schools themselves

Extends the allowable duration for out-of-state or foreign dentists participating in clinical continuing education courses at Pennsylvania dental schools from 20 days to one year

Requires the State Board of Dentistry to conduct individualized assessments under 63 Pa.C.S. § 3113 when evaluating the moral character of applicants with criminal convictions for dentist, dental hygienist, expanded function dental assistant, and restricted faculty licenses

Expands qualifying training for restricted faculty licenses to include advanced education in general dentistry, general practice residency, and training from international programs in dental specialties or advanced clinical education

Takes effect 60 days after enactment
