Amends Title 42 (Judiciary and Judicial Procedure) to exclude homicide by vehicle and homicide by vehicle while driving under the influence from the definition of "delinquent act" for juveniles age 15 or older at the time of the offense

Juveniles age 15+ charged with these vehicular homicide offenses would be tried as adults in criminal court rather than in the juvenile justice system

Adds these offenses to the existing list of serious crimes (including murder, rape, aggravated assault, robbery, kidnapping) that are automatically excluded from juvenile court jurisdiction

Takes effect 60 days after enactment
