Amends the Early Intervention Services System Act of 1990 to expand state funding eligibility from "approved private schools" to all "approved special education schools" for young children not eligible for school district kindergarten programs

Requires the Department of Education to cover full program costs for eligible young children in approved special education schools or chartered schools under Public School Code sections 1376 or 1376.1

Limits state funding to only excess costs for eligible young children who qualify for school district kindergarten services but are placed in approved special education schools or chartered schools

Takes effect 60 days after enactment
