Requires brief summaries to describe any adoption, amendment, or repeal of taxes, fees, charges, assessments, or regulations providing for civil or criminal penalties, as well as provisions involving payment, disbursement, restriction, or pledging of funds.

Mandates that published notices include a reference to a physical location within the township and, if available, a publicly accessible website where the full ordinance text can be examined.

Establishes legal sufficiency standards for brief summaries if challenged in court, protecting townships if the summary contains required information and the full ordinance was made available for examination.

Does not supersede publication requirements under the Pennsylvania Municipalities Planning Code and takes effect 60 days after enactment.
