Adds nalmefene to the list of opioid antagonists that emergency medical services providers are authorized to administer, alongside naloxone

Requires the Department of Health to amend prehospital practitioner scope of practice to include administration of both naloxone and nalmefene

Takes effect 60 days after enactment
