Raises Pennsylvania's minimum wage from $7.25 to $11.00 per hour on January 1, 2027, then to $13.00 on January 1, 2028, and $15.00 on January 1, 2029

Establishes automatic annual cost-of-living adjustments beginning January 1, 2030, based on the Consumer Price Index for the Pennsylvania, New Jersey, Delaware, and Maryland region

Increases the tipped employee minimum cash wage to 60% of the full minimum wage, up from the previous frozen rate

Eliminates the small business exemption that previously allowed employers with 10 or fewer full-time employees to pay a lower minimum wage

Takes effect 60 days after enactment
