Amends Section 805 of the Public Employe Relations Act (P.L.563, No.195) to expand mandatory binding arbitration coverage to include peace officers as defined under 18 Pa.C.S. § 501

Maintains existing arbitration requirements for guards at prisons or mental hospitals and employees directly involved with court functioning when collective bargaining reaches an impasse after mediation fails

Arbitration decisions remain final and binding on both parties, except decisions requiring legislative enactment are considered advisory only

Effective date is 60 days after enactment
