Establishes the Commonwealth Housing Council to coordinate Pennsylvania's housing policies across executive departments and agencies

Council consists of 15 members including the Secretaries of Community and Economic Development, Human Services, and Budget; the PA Housing Finance Agency Executive Director; 4 legislators; representatives from Philadelphia and Allegheny County; and 5 county government representatives appointed by the Governor from designated regional groupings

Requires the council to develop and update a comprehensive State housing plan at least every 5 years covering affordable unit preservation, new construction, housing for homeless/seniors/veterans/disabled populations, and housing stability programs

Council must meet quarterly, hold its first meeting within 90 days of enactment, and post its State plan and relevant information on a public website

Members serve 3-year terms with no compensation; the Office of the Budget provides administrative support; act takes effect in 60 days
