Proposes a constitutional amendment requiring the General Assembly to remain in session every weekday (excluding official State holidays) if the general appropriation bill has not been enacted by July 31 of any fiscal year

Sessions would continue daily until a general appropriation bill for that fiscal year is passed, creating a mechanism to prevent prolonged budget impasses

Requires the Secretary of the Commonwealth to advertise the amendment after first passage and again after second passage by the General Assembly, per Article XI procedures

Amendment would be submitted to Pennsylvania voters at the first eligible general or municipal election following second passage by the legislature
