Amends Title 75 (Vehicles) to allow electronic vehicle registration cards displayed on smartphones, tablets, or other electronic devices to be legally equivalent to physical registration cards

Digital photographs of valid registration cards qualify as electronic registration cards and must be accepted by police officers upon demand

Police officers cannot require drivers to surrender their electronic devices when displaying electronic registration; officers are not liable for accidental damage if a driver voluntarily hands over a device

Information inadvertently viewed on an electronic device beyond the registration card cannot be used as evidence in civil or criminal trials

Takes effect 60 days after enactment
