Amends Title 18 (Crimes and Offenses) to add Chapter 31A regulating AI chatbots, requiring covered entities to implement age verification using government-issued ID or other commercially reasonable methods that go beyond simple birth date entry

Creates criminal offense for designing or making available AI chatbots that pose a risk of soliciting minors to engage in sexually explicit conduct or create visual depictions thereof, punishable by fines up to $100,000 per offense

Creates criminal offense for AI chatbots that encourage, promote, or coerce suicide, self-injury, or imminent physical or sexual violence, also punishable by fines up to $100,000 per offense

Prohibits minors (under 18) from accessing "AI companions" — chatbots designed to simulate interpersonal, emotional, or therapeutic relationships — and requires covered entities to freeze existing accounts until users complete age verification

Grants the Attorney General authority to bring civil enforcement actions with penalties up to $100,000 per violation, issue subpoenas, and promulgate regulations; act takes effect 180 days after enactment
