Video streaming services are prohibited from transmitting advertisements at audio decibel levels exceeding the accompanying video content, consistent with federal loud commercial guidelines under 47 U.S.C. § 621

Pennsylvania residents may file complaints with the Bureau of Consumer Protection in the Office of Attorney General for violations

Attorney General may impose civil penalties up to $5,000 per violation and seek injunctive relief, restitution, and other remedies under the Unfair Trade Practices and Consumer Protection Law

No private cause of action is created; enforcement through the Attorney General is the exclusive remedy

Takes effect 60 days after enactment and applies to entities delivering video programming or content directly to consumers via internet protocol
