Amends the Solid Waste Management Act to require the Department of Environmental Protection to forward EPA notices of noncompliance for toxic substances control violations to the affected municipality within 14 calendar days of receipt.

Requires DEP to provide copies of all waste-related violation notices issued under state authority to the municipality where the facility or site is located.

Allows municipalities to opt out of receiving violation and noncompliance notices by submitting a written request from an authorized representative to the appropriate regional waste program manager.

Takes effect 60 days after enactment.
