Increases the public highway travel limit for registration-exempt emergency ATVs from 2 miles to 10 miles when operated by police, fire departments, or EMS agencies for primarily off-highway use

Creates a new registration exemption for ATVs operated as emergency vehicles on streets closed or restricted for special events under section 6109(a)(15)

Requires emergency ATVs to comply with visual signal requirements (section 4571) but exempts them from audible warning system requirements

Provides liability protections for ATV operators acting in good faith within their official duties, equivalent to protections for authorized emergency vehicle operators

Takes effect 60 days after enactment
