Amends the New Economy Technology Scholarship Act of 1999, which provides scholarships for students entering science and technology fields

Changes the annual report deadline from a fixed date of "September 1, 2000, and every year thereafter" to "no later than September 1 following the end of the fiscal year in which funds were allocated"

Ties the reporting requirement to actual program funding, meaning reports are only required for fiscal years when scholarship funds are allocated

Takes effect 60 days after enactment
