Amends Title 51 (Military Affairs) to prohibit armed military forces from other states or territories from entering Pennsylvania for military duty without the Governor's express permission or federal authorization under the President

Governor may grant permission for outside armed military forces to operate in Pennsylvania for no more than 30 days per calendar year

Periods exceeding 30 days require approval by concurrent resolution of the General Assembly

Exception allows out-of-state forces called into federal service and acting under Presidential authority to enter without Governor's permission

Act takes effect 60 days after enactment
