Mandates the department review permits to ensure no adverse impacts to public water systems, private wells, water quality, or adjacent users, and requires consideration of water conservation technologies like closed-loop systems and reclaimed water

Authorizes the department to deny requests if there is foreseeable risk of adverse impact to water users or wetlands, and to require data centers to cease withdrawals if adverse impacts occur post-construction

Directs the Environmental Quality Board to promulgate temporary regulations within two years, with fees deposited into The Clean Water Fund; the act takes effect 60 days after enactment
