Requires 25% of state police training reimbursement funds to be annually allocated to townships and boroughs with populations under 20,000 residents

Allows remaining funds from the 25% set-aside to be awarded to other eligible municipalities if the commission cannot allocate the full amount due to lack of eligible applicants in a calendar year

Maintains existing provisions requiring state reimbursement of 100% of tuition, living, and travel expenses plus 60% of regular salaries for police officers attending certified basic training schools

Requires municipalities to submit annual audits of training reimbursement funds to the commission, with failure to comply constituting a violation of the subchapter

Takes effect 60 days after enactment
