Prohibits federal, state, or local law enforcement from detaining or arresting individuals on courthouse grounds for immigration enforcement purposes unless they possess a judicial warrant signed by an Article III federal court judge or state court judge

Protects parties, witnesses, potential witnesses, and court companions from civil immigration arrests while traveling to, attending, or returning from court proceedings; criminal arrest warrants remain enforceable

Bars law enforcement from wearing masks or facial coverings that obscure their identity on courthouse grounds while carrying out law enforcement duties, unless medically necessary with prior court authorization

Prohibits public agencies and their employees from disclosing non-public personal information (addresses, work schedules, hearing dates/times) about individuals involved in court proceedings, with exceptions for written consent, terrorism investigations, or court orders

Imposes a $10,000 civil penalty per violation for unauthorized courthouse arrests, improper arrests of protected court attendees, or wearing prohibited facial coverings; penalties are paid to the Commonwealth
