Establishes an Election Fellowship Pilot Program within the Department of State to provide Pennsylvania residents age 18 and older hands-on experience in election management and administration

Requires the department to randomly select 12 participating counties: two each from counties of the third, fourth, fifth, sixth, seventh, and eighth class

Fellows work in county board of elections offices from August 1 through December 30 each year, with participating counties determining compensation amounts

Pilot program runs for three years after commencement, contingent on General Assembly appropriating funds from the General Fund to the department and participating counties

Department must issue a report within 90 days of program conclusion evaluating outcomes and recommending whether to continue and expand statewide, submitted to the Governor and legislative leadership
