Repeals Article XXII-A of the Public School Code of 1949, which established the Pennsylvania Medical Education Loan Assistance Program administered by the Pennsylvania Higher Education Assistance Agency (PHEAA)

Eliminates the loan guarantor program that provided low-cost loans covering up to 100% of tuition, room, board, and supplies for students in medical school, biomedicine, or life sciences programs

Removes the nursing loan forgiveness program that forgave up to 50% of loans (maximum $50,000) for registered nurses who committed to practicing in Pennsylvania for three consecutive years

Ends interest rate reductions of 1-2% for physicians and researchers who agreed to practice in Pennsylvania or in designated physician shortage areas for three years

Takes effect immediately upon enactment
