Requires the Department of Environmental Protection to initiate removal of a specific third-class county (population between 215,000 and 216,000) from Pennsylvania's enhanced vehicle emission inspection program within 60 days of the act taking effect

Mandates submission of a revised State Implementation Plan to the U.S. EPA by January 1, 2027, demonstrating the county can maintain federal air quality standards without the emissions inspection program

Requires the revised plan to comply with federal law, not interfere with air quality attainment or progress, and not adversely affect federal funding

Upon submitting the revised plan to the U.S. EPA, the Department must notify the chairpersons and minority chairpersons of the relevant Senate and House environmental and transportation committees

Takes effect 60 days after enactment
