Adds "long-term or indefinite absence" as a new triggering event that allows a standby guardian's authority to become effective for a minor child

Amends the definition of "standby guardian" in Title 23 (Domestic Relations) to include parental long-term or indefinite absence alongside existing triggers of incapacity, debilitation with consent, or death

Requires petitions for court approval of standby guardianship to include documentation demonstrating the parent's long-term or indefinite absence when that is the triggering event

Takes effect 60 days after enactment
