Health care sharing ministries would be exempt from Pennsylvania insurance laws and regulations, and would not be subject to Insurance Commissioner jurisdiction

Qualifying organizations must be faith-based nonprofits whose members share common ethical or religious beliefs and voluntarily contribute to share medical expenses among members

Organizations must provide monthly statements listing total medical expenses submitted and amounts paid, plus undergo annual independent audits made available to the public

All membership materials must include a written disclaimer stating the ministry is not insurance, contributions are voluntary, members remain personally responsible for their own medical bills, and the program is not regulated by the PA Department of Insurance

Act takes effect 60 days after enactment
