Doubles funding for extraordinary special education expenses from 1% to 2% of the state special education appropriation beginning in the 2026-2027 school year, distributed to school districts and charter schools

Allocates up to 1% of funds for students whose costs exceed Category 3A thresholds and represent at least 1% of the district's total special education expenditures, prioritizing applications with the highest expense ratios

Allocates the remaining 1% for students exceeding Category 3A cost thresholds who have been enrolled for no more than two consecutive school years, prioritizing the highest-cost cases

Caps annual funding per district or charter school at the greater of their proportional share of statewide special education students or double the Category 3A maximum threshold

Allows the Department of Education to distribute uncommitted funds to districts that submitted referendum exceptions under the Taxpayer Relief Act
