Prohibits public utilities from passing costs of lobbying, political activities, and "prohibited costs" to consumers through utility rates, expanding current law that only bars political advertising expenses.

Requires public utilities with more than 75,000 Pennsylvania customers to file annual reports by December 31 detailing all lobbying and political activity costs, including parent company and affiliate expenses, employee time and salaries, and third-party vendor payments.

Defines "prohibited costs" that cannot be charged to ratepayers, including trade association dues, goodwill advertising, executive travel/lodging/food expenses, entertainment, gifts, private aircraft use, investor relations, and legal/rate case proceedings.

Expands "lobbying or political activity" definition to cover influencing legislation, political campaigns, public opinion on elections or referendums, and public policy research at state or municipal levels.

Takes effect 60 days after enactment.
