Amends the Health Maintenance Organization Act to prohibit HMOs from denying payment for covered basic health services or physicians' services solely because the referral came from a direct primary care provider who is not in the HMO's network

Requires the Insurance Commissioner and Secretary of Health to promulgate implementing regulations within one year of the provision's effective date

Defines "direct primary care provider" as a licensed allopathic physician, osteopathic physician, or advanced health care practitioner authorized for independent practice who provides care through direct service agreements with patients

Takes effect 60 days after enactment
