Amends the Pennsylvania Election Code to require state senatorial and representative districts be drawn with populations within 2% above or below the ideal population, while minimizing divisions to counties and municipalities

Prohibits splitting election districts when drawing legislative district lines

Requires districts to respect "communities of interest," defined as areas sharing ethnic, racial, economic, tribal, social, cultural, geographic, or historic identities—explicitly excluding relationships with political parties or candidates

Defines "ideal population" as the total state population divided by the number of representative districts (203) or senatorial districts (50) as specified in the Pennsylvania Constitution

Takes effect 60 days after enactment and applies to all future legislative redistricting
