Department of Labor and Industry must investigate warehouse distribution centers that report annual injury rates 30% or higher than the national average published by the Bureau of Labor Statistics

Applies to merchant wholesalers (durable and nondurable goods), warehousing and storage facilities, and courier/express delivery services under NAICS codes 423, 424, 493, and 4921

Department may enter and inspect facilities, subpoena records, and interview employees during investigations; employers must notify employees in writing and electronically when investigations occur

Civil penalties escalate from at least $6,250 for first violation, up to $12,500 for second violation, and up to $25,000 for third or subsequent violations

Takes effect 90 days after enactment; Office of Attorney General authorized to prosecute civil or criminal actions
