Amends Title 66 (Public Utilities) to add Chapter 14-A establishing customer protection rules for electric, natural gas, water, wastewater, and steam heat utilities regarding deposits, payment arrangements, service termination, and reconnection procedures.

Prohibits utilities from requiring cash deposits from applicants or customers with household income at or below 300% of the Federal poverty level; allows deposits up to one-twelfth of estimated annual bill from customers with prior service terminations or poor credit history.

Establishes income-based payment arrangement timelines for delinquent accounts: up to 6 years for households at or below 150% of federal poverty level, 4 years for 150-250%, 2 years for 250-300%, and 1 year for those above 300%.

Requires 20-day written notice before service termination, with additional contact attempts 3 days prior; prohibits winter terminations (December 1 through March 31) for customers with household income at or below 250% of poverty level; allows medical certificate holders up to 60 days of termination protection.

Waives reconnection fees for customers at or below 250% of federal poverty level; requires reconnection within 24 hours for winter terminations or medical certifications, and within 3 days for standard reconnections; chapter expires December 31, 2036.
