Amends Title 75 (Vehicles) Section 1307(g) to provide a discount for vehicle owners who elect two-year registration periods

Two-year registration fee must be reduced by at least 10% of the total registration fee, excluding the local use fee required under Section 1935

Excludes vehicles registered under the International Registration Plan, seasonal registrations, and circus or carnival plates from the two-year election option

Takes effect 60 days after enactment
