Amends Section 3722(f) of Title 75 (Vehicles) to clarify that urban municipalities retain authority to enact or enforce local ordinances that prohibit, permit, or regulate all-terrain vehicles and dirt bikes within their boundaries

Protects existing municipal ordinances by specifying that the state law does not supersede or preempt any ATV or dirt bike regulations enacted by urban municipalities prior to the bill's effective date

Maintains the existing provision that the section does not authorize ATV or dirt bike operation outside urban municipality boundaries in ways inconsistent with state law

Takes effect 60 days after enactment
