Amends Section 1206.1 of the Public School Code of 1949 to simplify certification requirements for out-of-state teachers seeking Pennsylvania credentials

Removes the requirement that out-of-state applicants demonstrate subject matter competency in Pennsylvania's specific certification areas, including passage of Pennsylvania-related content tests and field experience

Out-of-state applicants need only satisfy testing requirements established by their certifying state, rather than meeting Pennsylvania-specific testing standards

Applicants must still hold a valid instructional certificate from another state and complete an approved educator preparation program

Takes effect 60 days after enactment
