Department of Education must establish a one-time fee waiver policy by December 31, 2025 for teacher certification exam retakes under 22 Pa. Code § 49.18

Fee waiver eligibility requires: failing the assessment by 3 or fewer scaled score points, having taken the exam no more than once before requesting the waiver, and registering to retake within one year of initial score release

Covered assessments include basic skills, professional knowledge and practice, and subject matter knowledge exams

Department must publish the fee waiver policy on its website and distribute it to advanced preparation programs, alternative program providers, and preparing institutions

Act takes effect 60 days after enactment
