Prohibits Pennsylvania municipalities (counties, cities, boroughs, townships) from regulating or enforcing mandates on employer policies related to wages, benefits, hiring, termination, scheduling, employee leave, and other employment terms and conditions

Exempts from the prohibition: mandates affecting municipal employees, ordinances authorized under the Pennsylvania Human Relations Act, and collective bargaining agreements

Voids any municipal employer mandate ordinances enacted on or after January 1, 2015, while grandfathering ordinances enacted before that date

Allows adversely affected persons to seek declaratory or injunctive relief and actual damages in court for violations, with courts required to award reasonable expenses (attorney fees, expert witness fees, court costs, lost income) to prevailing plaintiffs

Takes effect immediately upon enactment and adds Section 307 to Title 53 (Municipalities Generally) of the Pennsylvania Consolidated Statutes
