Establishes a Green Vehicle Pilot Program administered by the Pennsylvania Turnpike Commission to incentivize residents to purchase battery electric, hybrid electric, or plug-in hybrid electric vehicles

Provides toll credits for the Pennsylvania Turnpike: $100 for hybrid electric vehicles, $200 for plug-in hybrid electric vehicles, and $200 for battery electric vehicles

Limits participation to one credit per applicant, who must be a Pennsylvania resident and submit a completed application form along with the green vehicle's registration

Program expires five years from the effective date of the legislation

Act takes effect 60 days after enactment
