Amends Section 4 of Article VII of the Pennsylvania Constitution to require all elections be conducted by ballots cast in person at polling places, including early in-person voting

Eliminates the current constitutional provision allowing voting "by such other method as may be prescribed by law," which permits mail-in voting

Preserves absentee ballot voting as an exception under Section 14 of Article VII and maintains the requirement for secrecy in voting

Requires passage by the General Assembly in two consecutive sessions, with the Secretary of the Commonwealth advertising the amendment after each passage

Submits the amendment to Pennsylvania voters for approval at the first eligible primary, general, or municipal election following second passage
