Expense reporting threshold lowered from $2,500 to $1 for registered principals, requiring disclosure of virtually all lobbying expenses

Removes exemptions that previously allowed individuals earning under $2,500 for lobbying, those lobbying under 20 hours per reporting period, and principals spending under $2,500 on lobbying to avoid reporting requirements

Audit reports and findings on lobbying registrations and expense reports will now be made public, rather than kept confidential as under current law

Takes effect 180 days after enactment
